GSA Oasis

Overview

OASIS (One Acquisition Solution for Integrated Services) is a family of IDIQ vehicles to fill the Federal Government’s complex, integrated professional service needs.

OASIS (unrestricted) and OASIS Small Business contracts are multiple award IDIQs that provide flexible and innovative solutions for complex professional services. Each vehicle is composed of Pools, defined by NAICS codes for the scope for work to be acquired, spanning many areas of expertise and mission spaces. The contracts:

  • Span multiple professional service disciplines;
  • Allow flexibility for all contract types, including hybrids and cost-reimbursement, at the task order level; and
  • Allow ancillary support components, commonly referred to as Other Direct Costs (ODC), at the task order level.

The core disciplines of the contract include program management services, management consulting services, logistics services, engineering services, scientific services and financial services.

What are some of the benefits of using OASIS?

OASIS is flexible, easy to use and allows agencies to:

  • Purchase commercial or non-commercial services.
  • Use any contract type, including hybrid mixtures of contract types.
  • Establish CLIN structures tailored to individual task order requirements.
  • Order work within CONUS and outside CONUS.
  • Determine labor category price estimates for up to 640 precise geographic locations ranging from state to metropolitan area to non-metropolitan area, and even the territories of Guam, Puerto Rico and the Virgin Islands.
  • Add labor categories at the task order level, if necessary.
  • Include ancillary services and other direct costs (ODCs) at the task order level as needed.
  • Access templates and sample acquisition documents.
  • Access transactional data and data analytics for spend analysis and market research.
  • Obtain acquisition support through a robust Web library and customer service hotline.
  • Share lessons-learned and best-practices.

Period of Performance: 09/03/14-03/01/2025 (Tasks may extend up to 5 years after expiration.) Accordingly, the cumulative term of OASIS may span up to 10 years and the cumulative term of all task orders placed under OASIS may span up to 15 years. See F.3 for details.

  • Five-year base (09/03/14 – 09/02/19)
  • One five-year option (09/03/19 – 09/02/24)
  • Six month option: through 03/01/2025

Contract Ceiling: OASIS has no program ceiling, a five-year base and one five-year option, and provides for long term planning for complex program requirements

Prompt Payment: Net 30

Who is Eligible: Federal Agencies and DoD Agencies with delegation of procurement authority (DPA)

Vehicle Type: The OASIS contracts are IDIQ contracts. Applicable ordering procedures exist at FAR 16.505.

Government User Fee: OASIS offers an Innovative tiered access fee, ranging from 0.1 percent - 0.75 percent based on obligation level. See G.3.1 for details.

Task Order Types: Subject to FAR and Agency level required consideration criteria, limitations and/or prohibitions, agencies may use any appropriate contract type. These generally include, but aren’t limited to:

  • Fixed-Price, all types
  • Cost-reimbursement, all types
  • Time-and-materials
  • Labor-Hour
  • Hybrids of any of these types
