Senior Cost Analyst - Nuclear

Job Description
- (Internal Title: Senior Cost Analyst)
- Responsible for developing, analyzing, and communicating cost data to ensure effective cost management across the organization
- Collaborate closely with project teams, project managers, and other stakeholders to understand project goals, objectives, and requirements and translate them into detailed cost estimates, budgets, and forecasts
- Provide guidance and mentorship to junior cost analysts and assist project managers in identifying and tracking project costs, variances, and trends
- Manage the allocation of project resources, including personnel, materials, and equipment, to ensure that project costs are accurately captured and reported
- Prepare and present cost reports and updates to project stakeholders and leadership, providing insight and recommendations for cost optimization and control as needed
- Develop cost management processes, methodologies, and best practices to improve cost performance and efficiency across the organization
- Manage the creation of cashflows and “Estimated Final Costs” for large capital projects
- Direct the various phases of the contracts including the development of terms and conditions, negotiations of contracts, and warranty administration
- Finalize and sign off on progress reports and status of contracts
- Ensure schedules for acquisition projects are prepared, monitored, and maintained
- Provide project control support for all aspects of the capital budget preparation
- Oversee cost analysis, controls, and reconciliation for the assigned projects
- Monitor contractual reliabilities and be responsible for the design and maintenance of project control databases, spreadsheets, and other control systems to support these functions
- Review reports and supporting documentation for project approvals and contract awards
- Prepare monthly accruals related to project-related contracts
- Establish and provide analysis for Earned Value as required
- Guide, train, and mentor junior staff in their cost analysis and monitoring tasks
- Lead and implement procedural updates and corporate initiatives related to costing
- Working Conditions
- Role requires 2-3 days in the office at Municipality of Clarington, Ontario
Qualifications
- Experience:
- Minimum of 8 years of related experience
- Education:
- Diploma or Bachelor’s degree in Business Administration, Accounting, Economics, or a related discipline
- Licenses OR Certifications:
- Registered for and seeking AACE CCP, CEP, PSP, PRMP, EVP, or PMI equivalent
- Has completed equivalent training or successfully passed designated proficiency testing in lieu of the above
- Holding a valid nuclear security clearance is preferred or at least eligible for a nuclear security clearance
- Skills and Competencies:
- Strong EcoSys & Excel skills with P6 and Power BI skills being an asset
- Good attention to detail, analytical skills & communication skills with project performance data, ideally at a program level or at least with multiple projects
- Thorough knowledge of Contract Administration principles, methods, procedures, and practices, as well as project management methods and practices
- In-depth understanding of Business Administration concepts with emphasis on scheduling principles combined with a good knowledge of budget and cost control concepts
- Excellent competency in MRP systems including MAXIMO and EcoSys, WorkDay, is considered an asset
- Demonstrated experience with systems including extensive relational database design concepts and spreadsheets to correlate operational and financial data (Sr Level)
- Tailor technical information for different audiences through presentations, reports, and other means independently
- Must foster relationships with various stakeholders
- Tact to perceive and ameliorate conflict and tension
- Ability to arrange priorities and escalate competing risks to meet deadlines with minimum input from leadership
- Keen eye for detail and adept problem-solving abilities
- Must have demonstrated experience relaying and receiving information (written and verbal)
- Excellent reading and language comprehension
- Ability to detect and capitalize on others' strengths
- Demonstrated capability to lead Cost Analysts, supervise, delegate, and develop capacity
- Expert ability to work collaboratively and independently in a structured, disciplined, technology-driven environment
