Job Description
- (Internal Title: Construction Safety Manager)
- In conjunction with the client, develop strategies to ensure HSW industry standards are adopted across all contracts
- Collaborate and influence the client team to implement and maintain program, systems, and procedures to achieve cross contract area best-in-class HSW practice
- Advises the MCS Head of Health, Safety & Wellbeing on strategic HSW matters
- Champion program-wide health and safety initiatives and drive their implementation with the alliance partners
- Collaborate and advise the client and stakeholders on strategic matters of HSW
- Supporting and driving a dynamic lesson learnt and business improvement process for HSW across the program
- Produce required reports and input data (reporting protocols and potential admin assistance for data input and development of reports)
- Assure the delivery of HSW initiatives
- Develop training / presentations / briefing packages and deliver to appropriate target audience based on their role / responsibilities within the program
- Providing support to all Go Expansion teams and Contractors to resolve any HSW Technical and process issues may arise
- Works with respective functional managers for development of risk profile and strategies for mitigation
- Provide construction safety assurance by reviewing and assessing the Contractor’s Safety Plan and Safe Work Method submissions and inspecting construction sites
- Liaise and offer expertise to the Safety Manager, Construction Manager, and team on construction safety matters
- Assist in the development of safety training materials and presentations
- Interpret the Health and Safety of the project and make recommendations to the Managers
- Conduct safety training sessions
- Engage in site safety observations and audits
- Establish a strong safety culture on-site and accident prevention techniques, and compliance with external and internal policies
- Participate in injury investigations and associated reporting and follow-up
- Support Ministry of Labor (MOL) site visits and MOL incident investigations
- Research, compile, and review detailed proof, and recommendations relating to safety policies, regulations, and industry safety practices to assist in resolving on-site safety issues and omissions to safety practices that may be discussed in claims resolutions or lack of work performance
- Evaluate document reviews with safety as the focus of the review
- Complete any tasks assigned by the Construction Safety Manager in an efficient and timely manner

Qualifications
- Experience:
- Minimum of 10 years of relevant experience
- Experience in large scale program delivery in a construction environment
- Developing HSW integrated management systems
- Rail and infrastructure delivery experience
- Education:
- College Diploma or Bachelor’s degree in Occupational Health and Safety or Risk Management, or a combination of education and industry experience
- Licenses OR Certifications:
- Holding recognized certification in at least one of the following: Canadian Registered Safety Professional (CRSP), Canadian Health and Safety Consultant (CHSC), Gold Seal Certificate (GSC) for Construction Safety Coordinator (CSC) or National Safety Officer (NSO)
- Skills and Competencies:
- Strong understanding of the Occupational Health and Safety Act and construction regulations and their application to construction projects
- Must have a proactive approach to safety, applying sound judgment and techniques in all situations
- Ability to arrange priorities and escalate competing risks to meet deadlines with minimum input from leadership
- Keen eye for detail and adept problem-solving abilities
- Must have demonstrated experience relaying and receiving information (written and verbal)
- Advanced Microsoft Office skills
- Capability to lead, supervise, delegate, and develop capacity
- Proven success in providing on-site leadership for project teams by building and motivating team members to meet project goals, adhering to their responsibilities and project milestones
- Tact to perceive and ameliorate conflict and tension
