Job Description
- (Internal Title-Project Management IV)
- The Program Manager – Specialized Delivery will be responsible for managing specific projects within their designated team
- Identify, evaluate, and select the most efficient and effective approaches to construct, integrate, and operate the railway infrastructure and associated components
- Plan, coordinate, and execute construction activities to achieve project objectives
- Adhere to safety standards, quality requirements, and time constraints
- Deliver a portfolio of program and projects
- Implement an assurance framework and KPIs for program management activities
- Develop and implement relevant program management standards, processes and procedures
- Develop and deliver a specific program or project on time, to budget and to other agreed success criteria, within corporate guidelines
- Develop the capability and professional development of staff within the program and project management teams
- Ensuring design is compliant with statutory requirements and applicable standards
- Manage and implement the assigned projects from inception through to completion
- Monitor and report on performance against project requirements, schedule, milestones, budgets, quality measures, and KPIs, and address issues with corrective actions as appropriate to ensure excellence and adherence to specified deadlines
- Evaluate the project's effectiveness by consulting with clients and other stakeholders
- Establish and deliver progress reports, proposals, and presentations to various audiences, including the project team, client executives, key stakeholders, and Operations
- Lead scope change negotiations
- Oversee ongoing quality control, participate in quality issue resolution, and manage internal quality control checks for the project
- Define success criteria and disseminate them to involved parties throughout the project and program life cycle

Qualifications
- Experience:
- Minimum of 12 years of experience in Project Management
- Education:
- Degree in a relevant Engineering discipline
- Licenses OR Certifications:
- Holding a recognized Project Management Professional (PMP) certification
- Skills and Competencies:
- Substantial proven experience in Program Management
- Excellent knowledge of program and project controls processes and systems
- Proven experience in managing and developing teams to achieve high performance
- Proven ability to work with senior industry stakeholders to understand their requirements
- Extensive professional design management experience including railway stations design
- Extensive experience in the successful delivery phase of projects and program in the construction sector
- Knowledge of standards, construction contracts, professional appointments, and Health and Safety legislation
- Ability to work creatively and analytically in a problem-solving environment by ensuring effective teamwork, promotion of innovation, and overall excellence
- Demonstrated functional acumen to support how solutions will address client goals while maintaining alignment with industry best practices
- Proven success in providing on-site leadership for the project team by building and motivating team members to meet project goals, adhering to their responsibilities and project milestones
- Knowledge of how carbon and sustainability considerations will shape the outlook of the projects you are working on
- Strong understanding of prevailing Project Management methods
- Extensive knowledge of tools and metrics needed to evaluate project performance
- Advanced skills in Microsoft Office
- Proficient in Project Management software
- Must maintain professional development to keep abreast of emerging technologies, methods, and best practices
- Ability to arrange priorities and escalate competing risks to meet deadlines with minimum input from leadership
- Keen eye for detail and adept problem-solving abilities
- Must have demonstrated experience relaying and receiving information (written and verbal)
- Expert ability to work collaboratively and independently in a structured, disciplined, technology-driven environment
- Proven capacity to anticipate, identify, and minimize risks
- Expert ability to detect, capitalize, and be sensitive to others' strengths
