Job Description
- (Internal Title: Estimation III)
- Plan appropriate means and methods and perform medium complex estimating assignments for capital and professional services projects. Provide support for large or mega complex estimates
- Contribute to the development of estimate plans, budgets, and schedules for major projects
- Independently perform overall schedule and production of the cost estimates
- Develop criteria for the pricing structures and guide to ensure complete and reasonable pricing
- Formulate discipline estimates and cost presentations, comparisons, and reconciliations
- Participate in the preparation of construction cost estimates throughout all phases of the project
- Verify quantity take-offs
- Support the estimating team in maintaining and trending historical cost data
- Prepare estimate documentation
- Analyze cost breakdowns and price schedules submitted by contractors
- Create and implement cost estimation practices, standards, procedures, and tools
- Ensure project estimates and forecasts reflect current and recent market values
- Establish cost estimates to support procurement activities, planning, design and construction, value engineering, lifecycle and risk assessments
- Manage project change control processes
- Provide delay claims, cost estimating, forensic estimating, and change order validation support to projects
- Review and analyze estimates related to changes and value engineering proposals
- Evaluate estimating effectiveness by consulting with clients and project staff
- Complete any tasks assigned by Estimation IV or higher in an efficient and timely manner

Qualifications
- Experience:
- Minimum of 10 years of experience in Project Estimating with at least 5 years experience in leading the complete estimate for a major capital construction project
- Rail and transit estimating experience is required
- Experience with developing a class 2 estimate according to AACE guidelines
- Education:
- Bachelor’s degree in Engineering, Architecture, or a relevant discipline
- Licenses OR Certifications:
- Holding recognized P.Eng. licensure or certifications including Certified Engineering Technologist (CET), Association for the Advancement of Cost Engineering (AACE), and Canadian Institute of Quantity Surveyors (CIQS)
- Professional Quality Surveyor (PQS) certification is an asset
- Skills and Competencies:
- Advanced skills in Microsoft Office
- Expert understanding of general estimating systems (CostX, HCSS, etc.)
- Expert estimating skills and knowledge of the estimating elements such as bidding, budgeting, project life cycle, cash flows, forecasting, cost control baseline, and project versus product cost
- Proficient in general Estimating concepts and practices
- Ability to work creatively and analytically in a problem-solving environment by ensuring effective teamwork, promotion of innovation, and overall excellence
- Demonstrated functional acumen to support how solutions will address client goals while maintaining alignment with industry best practices
- Expert ability to detect, capitalize, and be sensitive to others' strengths
- Strong supervision, delegation, and capacity development abilities
- Effectively lead a small estimating team
- Competent to perceive and ameliorate conflict and tension
- Demonstrated resource management skills with a focus on availability, limits, constraints, and allocation
- Ability to arrange priorities and escalate competing risks to meet deadlines with minimum input from leadership
- Keen eye for detail and adept problem-solving abilities
- Must have demonstrated experience relaying and receiving information (written and verbal)
- Expert ability to work collaboratively and independently in a structured, disciplined, technology-driven environment
- Proven capacity to anticipate, identify, and minimize risks
