Job Description
- (Internal Title- Construction Management VI)
- Provides overall supervision of Project Cos by providing project management leadership during the construction phase
- Act as the primary source of knowledge, expertise and judgement on construction related Project matters
- Provide a broad range of high quality and reliable construction expertise in a proactive manner, through advice, direction, and direct leadership with the Project Teams on the management of issues and considerations that are likely to influence definition and achievement of the Program scope and objectives
- Responsible for organizing, leading and managing full time field representation at all major work sites and remote production facilities.
- Early issue identification and recommend potential interventions to mitigate these issues
- Manage creation of a secure online daily field logs including photo documentation addressing daily progress, significant events and milestones, safety
- Assist in validating the production rates used in RCD development
- Act as SME and provide recommendations for negotiations, with respect to QMP submissions
- Support the development of mitigation and/or incentives to reduce risks associated with the utility and construction interfaces
- Support and develop the safety culture of the team and ensure core values are met
- Monthly reporting
- Any additional duties, as deemed necessary to support the deliverables and Key Activities during ASP
- Direct the construction staff throughout every phase of the assigned project or program, and ensure compliance with all contractual obligations and objectives
- Provide strategic direction and overall management of all construction activities relating to the planning, development, procurement, design, and construction of large complex capital projects
- Govern project departments and their activities relating to preliminary constructability development, alternative technical concepts, constructability design, and design variances
- Establish a digital infrastructure for construction administration and field operations
- Drive critical decision-making on highly technical and complex issues related to construction progress. Gather project intel through meetings, reports, contractor submissions, and schedules
- Ensure the resolution of claims and dispute submissions initiated by the contractor (potential or actual)
- Advance the development, and implementation of scope, policies, and plans, with construction management, standards, technical requirements, infrastructure development, system development, constructability design reviews, and change management, in conjunction with the established KPIs
- Tailor communication to various levels of stakeholders about project status, concerns, and actions to ensure the on-time and on-budget completion
- Assess the capability of project resources to accomplish current and future work and make certain the planning of project resourcing, including staffing and de-staffing are sound and aligned to accomplish each task
- Mentor and instruct direct reports and ensure the same is provided to their teams regarding construction and design, schedules, cost estimates, etc.
- Meet regularly with clients, third parties, and other leaders to assess progress, resolve critical issues, and mitigate risk
- Provide the final review and approval of the completed material planning to successfully deliver construction contract administration services
- Direct a large construction management team (may consist of multi-firm resources and client resources) by leveraging a diverse array of talents and delegating responsibilities
- Ensure goals are met including customer satisfaction, and staff performance
- Define the success criteria and disseminate them to involved parties throughout the project and program life cycle
- Manage the interface between client, consultants, and all associated service providers
- Implement and manage changes and interventions to ensure goals are achieved
- Facilitate various project focus or function meetings with a focus on service initiatives
- Plan for and meet with stakeholders (including senior management and sponsors) to streamline transparent project communications
- Develop evaluation methods to assess the effectiveness of the services and identify areas for improvement
- Reinforce acceptable standards of workmanship through every stage of the project
- Build and maintain a positive, high-performing team culture with an openness to constructive challenge, continuous improvement, implementation of lessons learned, and an overall ‘right-first-time” mindset
- Monitor and manage project staff performance (including non-Comtech resources) to ensure excellence in results and a focus on performance objectives

Qualifications
- Experience:
- Minimum 20 (20) years of experience in rail and transit construction, program management inclusive of at least three (3) years of recent experience in a Senior Leadership position leading large Rail Infrastructure project(s) of $500M+ value
- Experience of similar work as in the stages of Transit - project development and construction, testing and commissioning
- Education:
- Bachelor’s degree or Diploma in an Engineering or Construction Management field
- Licenses OR Certifications:
- Holding recognized certification in area of specialty as needed
- Skills and Competencies:
- Experience in program structuring and contract packaging for major programs across a variety of project delivery methods, including, DBB, DBF and PDB
- Field Services management of capital works projects or of capital works more than $500M
- Experience with construction in a live railway operating environment and a busy and congested urban environment
- Experience with program planning, evaluation, development, and delivery
- Extensive experience in the field services as site manager, super or owner site representative or similar
- Expert grasp of prevailing construction methods
- Mastery of tools and metrics needed to evaluate project performance
- In-depth knowledge of applicable construction-related software
- Demonstrated functional acumen to support how solutions will address client goals while maintaining alignment with industry best practices
- Effectively anticipates, identifies, and minimizes risks
- Expert ability to detect, capitalize, and be sensitive to others' strengths
- Demonstrated capability to supervise, delegate, and develop capacity

- Sound understanding of interdependencies between technology, operations, and business needs
