Integration Manager (Supporting the GO Expansion Program)

Job Description
- (Internal Role: Engineering III)
- Provide technical expertise and guidance to designers using engineering standards, principles, and practices to ensure integration within the corridor development and ensure the integration approach aligns with corporate standards and leadership
- Support and as necessary lead the development of interface matrices, risks, corresponding mitigation(s), registers, and interface control documents
- Work with the requirements team to ensure proper capture and resolution/validation of all interface requirements
- Support the review and acceptance of assurance deliverables by providing integration-level reviews
- Coordinate and control integration requirement compliance assurance and supports risk-based assurance and auditing initiatives
- Support the development and implementation of standards at the corporate level
- Support the review of variations to contract requirements and deviations to standards and technical requirements and compliance verification with agency processes for deviations to the requisite standards, safety case development, and risk management controls
- Support technical reviews of design submittals, including for outsourced contracts, for compliance with standards, technical requirements, and codes, utilizing Safety in Design (SiD), Interdisciplinary Design Review (IDR) and System Engineering (SE) processes and principles
- Support and assist in processes to identify and rectify points of failure and improvement initiatives necessary to enhance safety, reliability and operability of the asset base and systems improvements, utilizing analysis and outputs from Failure Mode Effects and Criticality Analysis (FMECA) and Root Cause Failure Analysis (RCFA) processes and, support the development of recommendations for corrective actions
- Support reviews and report on testing and commissioning plans, submittals, and activities for compliance with technical requirements, standards, and regulatory requirements, including for outsourced contracts
- Support the development of scope, procurement of professional services, physical works, and maintenance contracts, including supporting in market activities and responses to RFI’s and contract submittal review
- Support the review and definition of recommendations for improvements in internal practices and processes and those of relevant delivery teams, contractors, and consultants and, as directed, lead improvement actions within the area of assigned accountability and engineering discipline
- Collaborate with internal and external business clients, partners, and external stakeholders in the system integration functions
- May support representation in commuter industry forums (e.g. American Public Transportation Association (APTA), Railway Association of Canada (RAC)
- Promote effective communication amongst internal and external stakeholder groups
- Develop and update existing policies, procedures, and various technical manuals, documents, and operating procedures
- Authorize expenditures per approved work procedures and authorize and approve consultant invoices and contract payment certificates for payments; review and evaluate consultant or contractor cost claims
- Support recommendations for process improvements and areas for cost savings in the development of engineering and procurement documents
- Coordinate with staff and consultants engaged in project teams monitor work assignments for adherence to timelines and the achievement of performance objectives outlined in the Agreement terms and conditions; track action plans to address the performance gap
- Support the progressive validation and compliance assurance for CAPEX and OPEX budget development and business process authorizations (Project Gateways)

Qualifications
- Experience:
- Minimum of 5 years of experience in the field of railway systems integration, or related engineering disciplines
- Education:
- Bachelor’s degree in Engineering and rail sector or related industry experience
- Licenses OR Certifications:
- Holding a recognized Project Management Professional (PMP) or CET certification
- Seeking a recognized Licensed Professional Engineer in the Province of Ontario
- Skills and Competencies:
- Proficient in EN 50126 and ISO/IEC/IEEE 15288
- Proficient in standards development, management, and control
- Knowledgeable in applicable industry, legal and regulatory standards, and requirements respective to the asset class (e.g. Transport Canada (TC), Federal Railroad Administration (FRA), Association of American Railroads (AAR), American Public Transportation Association (APTA), Passenger Rail Equipment Safety Standards (PRESS), Railway Association of Canada (RAC), Canadian Rail Operating Rules (CROR), Ontario provincial and municipal standards and best practices, building codes, contracts, and environmental legislation)
- Knowledgeable in and able to deploy engineering management principles and practices, including risk evaluation, assurance assessments, budget and schedule development, management, and control and, monitoring, review and reporting on overall progress and performance
- Knowledgeable in railway system engineering principles and can interpret and support the development and delivery of externally provided products and services
- Knowledgeable in and able to deploy change management, risk management and performance assessment initiatives to be able to support the team and make timely decisions to manage risk and address issues.
- Knowledgeable in technical scope change management processes
- Knowledgeable in the identification, and development of mitigation strategies for unplanned asset class operational disruptions
- Proficient in the use of specialized software platforms required for the function
- Proficient in System engineering knowledge and functional duties to be able to support the representation of the discipline including understanding of ISO 15288
- Proficient in development, management and tracking of integration-related tasks
- Proficient in system assurance principles and practices under EN 50126
- Knowledgeable in the implementation of processes for the analysis and interpretation of operating and maintenance-based data including FRACAS, FMECA, and RAM Analysis used to monitor the status of asset class and support the development of RAMS requirements and leading indicators
- Knowledgeable in the oversight, evaluation, and assurance of system integration processes and principles to achieve performance metrics, develop and realize KPIs for the asset class or systemwide function
- Knowledgeable and able to support whole-life cost modeling to assure the long-term sustainability of the asset base
- Knowledgeable and able to support, asset class or system-wide whole-life cost model outputs, content, and compliance review of annual asset management plans from external contracted parties
- Knowledgeable and able to deploy the systems engineering process for the asset class or systemwide function engineering discipline including system integration, requirements management, configuration management, integrated design, logistics management, and interface management
- Knowledgeable in the planning and development of asset maintenance and condition monitoring programs and the oversight and evaluation of these programs
